About the per mille sign symbol

In tax tables, loan agreements, and statistical reports, the per mille sign indicates a rate per one thousand units. It functions identically to the percent sign but represents thousandths rather than hundredths, so 5‰ equals 0.5 percent or 5/1000.

The symbol evolved from a stylized fraction: the slash and two zeros derive from the denominator 1000, much as the percent sign came from a fraction over 100. It appears in fields requiring finer precision than percentages, such as birth or death rates, salinity measurements, and banking fees.
