About the single high-reversed-9 quotation mark symbol

This reversed single quotation mark appears in certain English and European typographic styles for the opening of a quotation, particularly when used alongside the standard closing single quote. It is the mirror image of the familiar apostrophe-shaped left single quote, with its tail curving upward and to the left.

Unlike the more common left single quotation mark (U+2018), this character is rarely used in modern digital text. It survives primarily in specialized academic or historical typesetting, especially in works that follow older British or continental conventions for nested quotations.
