About the quotation mark symbol

A pair of short, identical vertical strokes, usually appearing as a pair at the beginning and end of a quoted passage. This is the standard double quotation mark used in English and many other writing systems to enclose direct speech, quotations, or titles of shorter works. It is also commonly employed in programming languages to delimit string literals, and in markup languages to enclose attribute values.
